Mary Kay Hogan, Senior Advisor
Mary Kay Hogan joined the Flywheel team in July 2017 as a Senior Advisor. Mary Kay is a licensed attorney in the State of Colorado whose practice has focused on state and local government relations since 1988. Before beginning her lobbying career, she was a law clerk for the Honorable Chief Judge Gaspar Perricone of the First Judicial District of Colorado. Upon completing law school, Mary Kay served as legal counsel to the General Assembly in the non-partisan Office of the Legislative Legal Services, where she served on the tax and finance team.
In 1998, Mary Kay began lobbying with Ruben Valdez and Ruth Aponte, subsequently establishing Aponte and Hogan Public Affairs Consultants, Inc. in 1999. She represented a wide variety of corporate, non-profit and public sector clients, before joining Colorado Governor Bill Ritter's Administration as his Legislative Director in 2006. During the Ritter Administration, she was responsible for coordinating the drafting and passage of major legislative initiatives in the areas of public education, transportation, renewable and traditional energy, and finance.
She returned to the private sector in 2010, and continues to represent a wide spectrum of clients from the public, private and non-profit sector in front of the Colorado General Assembly and with gubernatorial administrations nationwide.
Mary Kay is a graduate of the University of Arizona, and earned her JD from the University of Denver School of Law. She currently lives in Denver, CO.
Terry Dittrich, Senior Advisor
International Business Development and Advisory Services
Terry serves as Senior Advisor to Flywheel Government Solutions, providing clients with international business development and advisory services. Terry is a skilled international marketing and sales executive, currently advising several U.S. energy and infrastructure related clients to develop and execute international strategic marketing/sales strategies.
Prior to joining Flywheel, Terry served as Global Sales Director for The Spancrete Group. In this role, Terry worked closely with senior U.S. and foreign government trade officials, U.S. trade-related agencies, and foreign embassies in Washington. He was instrumental in implementing an international market penetration strategy for Spancrete in over 20 emerging markets, resulting in continuous annual growth between 2002 and 2013.
Before his time at Spancrete, Mr. Dittrich founded and served as President of International Business Resources, Inc., an international consulting group specializing in assisting US companies to penetrate the emerging markets of the former Soviet Union.
In addition to his role with Flywheel, Terry serves on the International Trade Advisory Committee (ITAC) within the US Department of Commerce and the Wisconsin Economic Development Corporation’s International Trade Advisory Group. He is also a board member of the Wisconsin District Export Council (DEC), a member of the Milwaukee Metropolitan Association of Commerce’s China Council, and an advisor to international department and faculty of the Waukesha County Technical College.
Terry is a graduate of Boston University, where he earned a B.A. in International Economics. Additionally, Mr. Dittrich holds an M.A. in International Economic Policy from The American University School of International Service in Washington, DC. He currently lives in Wisconsin with his wife, Krista, and his son, Turner.
Matthew Saer, Associate
Matthew is one of the newest additions to Flywheel, having joined the team in Fall 2015. In his role at Flywheel, Matthew provides research and analysis on relevant issues, he tracks and monitors policy and political developments, and he helps service and support client needs. Matthew creates and manages comprehensive reports, projects, and deliverables for clients, providing valuable political insight. Matthew further assists clients by coordinating introductions to state and local government officials. In addition, Matthew also handles client lobbying compliance, reporting, and ethics-related issues.
Matthew has also been instrumental in the launch of Flywheel's newsletter, Flywheel FOCUS, which offers a valuable source of information on politics, policy, political climate, elections, trends, and more at the federal, state and local level. Matthew is responsible for the design and for creating content for each issue of the newsletter.
Matthew graduated from the University of Virginia in 2015, where he double majored in government and Spanish, and minored in economics. His previous experience includes working for an international logistics company and interning at a nonprofit that helps entrepreneurs grow and launch their businesses. A native of New Orleans, Louisiana, Matthew now resides in Washington, DC.
Brandon Peck, Director
Brandon serves as Director at Flywheel Government Solutions, based in Washington, DC.
Prior to joining Flywheel, Brandon was a Senior Associate member of Dutko Grayling’s Energy Infrastructure and Sustainability team. He assisted with political, policy and market research, analysis, and strategic outreach/positioning for clients at the federal, state and local levels. To date, Brandon represents a range of energy-oriented interests ranging from natural gas to energy efficiency.
In May of 2013, Brandon was also selected to be part of a Republican-led U.S. delegation focused on promoting best practices and transatlantic partnership building for clean energy and energy efficiency policies. This delegation met with several clean energy regulators, utility cooperatives, and energy producers/suppliers, as well as staff from the EU Parliament representing all of its political parties.
At Flywheel, Brandon works to help clients position, brand, affect public policy and sell to state government customers. Though the firm covers a variety of hot button issues, Brandon focuses primarily on energy, infrastructure, and Internet of Things policy issues in states and at the federal level. Brandon also works extensively with a number of leading trade associations, third party advocacy groups and political organizations, and he helps develop and manage client relationships with these respective organizations in order to advance industry and/or legislative/executive advocacy goals. Brandon strategically collaborates with these respective organizations in order to leverage the value of a client’s product and/or service, and to leverage the client’s industry and political capital to the rest of the organization’s membership.
Brandon's understanding of the political landscapes, public policy trends and how these trends impact private markets helps his clients stay informed and furthermore helps his clients understand how such trends can affect their respective businesses. Brandon works with clients to devise and execute on creative projects that can provide government markets-based, political visibility for clients, with the ultimate aim being to increase client opportunity for business growth.
In addition to his involvement with a variety of trade and political organizations, Brandon also serves on the the National Finance Committee for the Republican Lieutenant Governors Association, and on the National Taxpayers Union Board of Directors.
A graduate of the College of the Holy Cross, Brandon is married and resides in Arlington, VA.
Brian A. Sailer, Partner
Brian co-founded and serves as Partner of Flywheel Government Solutions. Brian provides clients with broad industry domain expertise, and strong relationships at the federal, state and local levels. Brian works with Federal officials & Congress, Governors, State Agency officials, State CIOs, Homeland Security Advisors & Emergency Mangers, among others. Brian’s comprehensive understanding of the state and federal intergovernmental affairs and policy and funding processes, appropriations and grants, as well as federal and state procurement and acquisition processes is significant. Brian helps clients successfully understand and align operational and functional requirements with private sector solutions, achieving common goals. Brian has successfully helped clients at the federal and state level secure contracts, develop operational demonstrations and pilots, and bring innovative and transformational technology and platforms to the market to support government customers.
Prior to Flywheel, Brian served as Managing Director in the Grayling Washington, D.C. office, and was responsible for managing the company’s growth strategies, managing clients relations, innovation and program execution, and building business across Grayling’s global network. In 2013, Brian helped form Grayling’s Cybersecurity Consulting and Advisory Services (CCAS), offering C-suite executives cyber-strategies supported by senior-level advisors with backgrounds in crisis communications, public affairs, digital, information technology, and government relations. The group includes former Assistant Secretary of Homeland Security Michael Locatis.
In 2008, Brian established Dutko Global Risk Management, (as it was known prior to Grayling’s acquisition of Dutko) formed as a strategic business management consulting firm, providing unparalleled and event-tested knowledge, experience and leadership in security strategy, planning and implementation, critical infrastructure risk mitigation, continuity of government (COG), private sector continuity of operations (COOP) and business resiliency. The company provided strategic and tactical support to federal, state and local and international governments, as well as Fortune 1000 corporations.
In 2004, Brian helped establish the company’s International Advisors Division, and in 2003 co-led the creation of the company’s Federal and State focused Government Markets Division, helping enterprise to start-up companies position and execute go-to-market strategies targeting government customers. In 2002, Brian spearheaded the development of the company’s Homeland Security, Defense and National Security business practice, and he continues to represent clients before federal, state and local agencies. Brian is also recognized for helping to create a unique and successful public-private partnership bringing together eight (8) Mid-Atlantic States to organize the “All Hazards Consortium.” The organization fosters collaboration between federal, state and local homeland security/first responder communities to strengthen regional coordination and interoperability in planning, preparedness, response and recovery in the event of natural and/or terrorist related events. The organization is nationally recognized as one of the leading homeland security collaboration initiatives.
A graduate of the University of New Hampshire, Mr. Sailer is married with two children and resides in Annapolis, Maryland.
David Beightol, Partner
David Beightol co-founded Flywheel Government Solutions, and leads federal and state business development, political strategy and C-level management advisory services for clients of the firm. Prior to Flywheel, David served as Managing Principal for Dutko Grayling as well as Managing Director for Dutko Grayling State and Local and founded Dutko Grayling Government Markets.
Prior to joining Grayling, Mr. Beightol was Director of Government Affairs for the large multinational corporation, Johnson Controls, Inc. Before opening Johnson Controls’ government affairs operation, David was Senior Associate/Partner at International Business Resources, Inc. Mr. Beightol has previously served at the White House as Special Assistant to the President for Intergovernmental Affairs, and in 1992, President Bush appointed David as Executive Director of the Presidential Task Force on the Los Angeles Recovery. For a number of years, Mr. Beightol served as Director of Wisconsin Governor Tommy G Thompson’s Washington, DC office. David began his political career in the U.S. House of Representatives, first in the office of Representative James Sensenbrenner (R-WI) followed by the Science, Space and Technology Committee.
In addition to his duties with Flywheel, David has served on the board of MissionLink, an organization of CEO’s in the National Security arena, and on the Advisory Board for Global Relief Technology, Inc. David also sat on the corporate board for the Arena Stage and has served an advisor both the Maryland Initiative of the Barbara Bush Foundation for Family Literacy and the Baseball Hall of Fame. David also supported Governor Mitt Romney’s National Finance team for both the 2008 and 2012 Presidential Campaigns and currently serves on the Republican Governor’s Association (RGA) and the Republican Lieutenant Governor’s Association (RLGA) finance committees.
A graduate of the University of Wisconsin, Madison, Mr. Beightol is married with three children and resides in Chevy Chase, Maryland.
