About Brian

Partner

Brian co-founded and serves as Partner of Flywheel Government Solutions.  Brian provides clients with broad industry domain expertise, and strong relationships at the federal, state and local levels. Brian works with Federal officials & Congress, Governors, State Agency officials, State CIOs, Homeland Security Advisors & Emergency Mangers, among others. Brian’s comprehensive understanding of the state and federal intergovernmental affairs and policy and funding processes, appropriations and grants, as well as federal and state procurement and acquisition processes is significant. Brian helps clients successfully understand and align operational and functional requirements with private sector solutions, achieving common goals. Brian has successfully helped clients at the federal and state level secure contracts, develop operational demonstrations and pilots, and bring innovative and transformational technology and platforms to the market to support government customers.

Prior to Flywheel, Brian served as Managing Director in the Grayling Washington, D.C. office, and was responsible for helping to manage the company’s growth strategies, manage clients relations, innovation and program execution, and build business across Grayling’s global network.  In 2013, Brian helped form Grayling’s Cybersecurity Consulting and Advisory Services (CCAS), offering C-suite executives cyber-strategies supported by senior-level advisors with backgrounds in crisis communications, public affairs, digital, information technology, and government relations.

In 2008, Brian established Dutko Global Risk Management, (as it was known prior to Grayling’s acquisition of Dutko) formed as a strategic business management consulting firm, providing unparalleled and event-tested knowledge, experience and leadership in security strategy, planning and implementation, critical infrastructure risk mitigation, continuity of government (COG), private sector continuity of operations (COOP) and business resiliency.  The company provided strategic and tactical support to federal, state and local and international governments, as well as Fortune 1000 corporations.

In 2004, Brian helped establish the company’s International Advisors Division, and in 2003 helped with the creation of the company’s Federal and State focused Government Markets line of business, helping enterprise to start-up companies position and execute go-to-market strategies targeting government customers.  In 2002, Brian spearheaded the development of the company’s Homeland Security, Defense and National Security business practice, and he continues to represent clients before federal, state and local agencies.  Brian is also recognized for helping to create a unique and successful public-private partnership bringing together eight (8) Mid-Atlantic States to organize the “All Hazards Consortium.” The organization fosters collaboration between federal, state and local homeland security/first responder communities to strengthen regional coordination and interoperability in planning, preparedness, response and recovery in the event of natural and/or terrorist related events. The organization has been nationally recognized as one of the leading homeland security collaboration initiatives.

A graduate of the University of New Hampshire, Mr. Sailer has two children and resides in Annapolis, Maryland.
